The President of the Republic of Somaliland H.E. Abdirahman Mohamed Abdillahi Irro has formed national committees charged with the task of overseeing articulate hand-overs of state portfolios, especially as concerns national assets, a move that will enhance monitoring and rout pilfers.
While formulating the committees, the Head of State made it clear in his decree that he has opted todo so such that transparency and accountability may be entrenched as far as government assets andassociated ventures are put in consideration.
According to a press statement from the Presidency, three committees charged with the hand-over tasks at national level will entail: –
1. Government Ministries, State agencies and associated national parastatalsThis will be a 5-person committee viz.,Chair -Minister of PresidencyV/Chair-Minister of FinanceMember-Auditor GeneralMember-accountant GeneralMember-Good Governance Commissioner.
2. National armed ForcesThis will be a 5-person committee viz.,Chair-Minister of DefenceV/Chair- Minister of Interior and Internal securityMember-Justice MinisterMember-Auditor GeneralAccountant General.
3. Local governmentThis will be a 5-person committee viz.Chair- Minister of Local government.V/Chair-Minister of Interior and SecurityMember-Auditor GeneralMember-Accountant General Member-Regional GovernorThe national committees will be expected to make sure that all handing-overs of government assets,be they funds, movable or immovable assets and agreements therefor entailed are transparent,accountable and all inventories are up to date.
They will, of course, work in tandem with the hand over committees at ministerial, state agencies orparastatal levels.
The move is expected to halt lack of accountabilities hitherto palpitated during changes-of guard thathad seen several allegations of pilfering state assets and funds.
